WV Democrats Call Out Dark Money Organization for Filing False Finance Reports

The WV Democratic House Legislative Committee (WV DHLC) and the West Virginia Democratic Party have filed another election complaint against “Majority WV, Inc.” for filing false campaign finance reports and deliberately misleading voters.

“Majority WV, Inc. may have changed its name since the 2018 election,” said WV DHLC Chair, Delegate Mick Bates (D-Raleigh). “But they haven’t changed their tactics. They got a slap on the wrist in 2018, but now they are deliberately skirting campaign finance laws and should be fined and prosecuted accordingly. We’ve asked the WV Secretary of State to turn the complaint over to county and federal prosecutors and we intend to file a complaint against them with the Federal Election Commission as well.”

The Independent Expenditure report that Majority WV, Inc. filed on October 22, 2020 does not match the reports they have filed with the Federal Election Commission (FEC) over the past year. A contribution of $18,314.10 from Murray Energy Corporation made on October 15, 2019 was not reported at all to the WV Secretary of State, and a contribution of $55,000 from 1863 Policy Solutions, Inc. made on October 14, 2020 was reported incorrectly.

“It’s nearly impossible to follow the money trail to tell who is funding this group’s attacks,” said Delegate Bates. “In 2018, 1863 PAC LTD. (Majority WV, Inc’s original name) didn’t file campaign finance reports with the Secretary of State until October 24, even though their tax documents say they spent money attacking Democratic incumbents as early as October 16. Those same tax documents — a Post-General Election 8872 report which wasn’t filed with the IRS until January 4, 2019 — includes records of Governor Jim Justice and his top advisor, Bray Cary, making $75,000 contributions to the organization. Then 1863 PAC LTD. becomes Majority WV, Inc. and now you can’t untangle who is actually funding these mailers with false information included, but from where I’m sitting, it looks like our sitting Governor and his aide are helping fund attacks on sitting legislators.”
