In accordance with the WVDP Bylaws, Article Five, Section 7; the West Virginia State Democratic Executive Committee (WVSDEC) will meet in-person on Saturday, September 30, 2023, from 12:30 p.m. to 3:30 p.m., at the IUPAT53 FTI Training Center, 117 Label Lane, Weston, WV 26452.

This notice shall serve as the 30 day notice for elections to fill vacancies within the WVSDEC. In addition to these items, WVSDEC will be reviewing in detail the 2024 WVDP Delegate Selection Plan (“DSP”) and the WVDP Candidate Recruitment Plan and RK Dinner.

The person responsible for this meeting is Chair Mike Pushkin.This meeting is open to the public.

ELECTIONS NOTICE

The West Virginia State Democratic Executive Committee (WVSDEC) will conduct elections for State Senate District 11 male or non-binary representative, Congressional District 1, Vice-Chair female or non-binary, 5 members of the Audit Committee. Nominations and elections for these positions will be in this order.

Below are the descriptions of each position and the procedure for nominations and elections:


State Senate District 11 male or non-binary representative

Requirements: Candidates shall be a registered Democrat in the state of WV, and shall reside in one of the following counties in State Senate District 11: SD 11 part of Grant, (see State senate map or contact county clerks for specifics), Nicholas, Pendelton, Pocahontas, Upshur or Webster.

Duties: The duties of the WVSDEC are provided for in the Bylaws of the West Virginia Democratic Party Bylaws.

Term: This election will fill an unexpired term which will end on the election of their successor.


Congressional District 1 Vice-Chair female or non-binary

Requirements: Candidates shall be a registered Democrat in the state of WV, and shall reside in CD 1.

Duties: The Congressional District Vice- Chairs shall establish a line of communication between the State Democratic Executive Committee and each County

Executive Committee in their Districts and endeavor to coordinate activities between the two. The duties of the WVSDEC are provided for in the Bylaws of the West Virginia Democratic Party Bylaws.

Term: This election will fill an unexpired term which will end on June 30, 2026, or when their successor is elected.


Audit Committee members: Candidates shall be members of the WVSDEC, with the exception of one non-voting member that may be recommended by the Chair, if needed, and ratified by the WVSDEC. Two (2) shall be from each congressional district and one shall be at-large. It is encouraged that members be financially literate or have training or experience in management or finance. If no elected member has finance or management training, the Chair shall recommend a Democrat within the state with financial training and expertise as a non-voting member.

Duties: The duties of the WVSDEC are provided for in the Bylaws of the West Virginia Democratic Party Bylaws.

Term: Members will serve until their successors are elected, or June 30, 2026, or prior to the organizational meeting of the 2026 term, whichever comes first.


Procedure for nominations and elections: All nominations shall be made by WVSDEC members. Members can self-nominate. Seconds to nominations are not required. The initial person that nominates a candidate will have 30 seconds to speak in favor of their nominee. All candidates will have 1 minute to speak. Note that based on the time available and the remaining agenda, these times may be lengthened or shortened. All votes will be by ballot unless there is only one nominee.
