WVSDEC Spring 2023 Meeting and Elections – 30 Day Notice

In accordance with the WVDP Bylaws, Article IV, Section H; the West Virginia State Democratic Executive Committee (WVSDEC) will meet in person on Saturday, May 13, 2023, from 12:30 p.m. to 3:30 p.m., at the Kanawha County Public Library, 123 Capitol St, Charleston, WV 25301. 

This notice shall serve as the 30 day notice for elections to fill vacancies within the WVSDEC and for proposed amendments to the Bylaws of the West Virginia Democratic Party. In addition to these items, WVSDEC will be approving the 2024 WVDP Delegate Selection Plan (“DSP”). The plan will be available on the WVDP website today and open for public comment for 30 days.

The meeting will be held from 12:30 p.m. to 3:30 p.m. in the Greater Kanawha Valley Foundation Meeting Room (Room 311C) on the third floor at the Main Library. Free Parking is available in the City of Charleston Parking Garage located at 166 Summers St, Charleston, WV 25301.

WVSDEC will be providing WVSDEC Members the option to attend virtually via Zoom, however issues related connectivity or technical issues will not be a founded basis for a point or order or overturning a vote of the WVSDEC.

WVSDEC ELECTIONS NOTICE

The West Virginia State Democratic Executive Committee (WVSDEC) will conduct elections for State Senate District 2 female or non-binary representative, State Senate District 13 female or non-binary representative, State Senate District 15 male or non-binary representative, Diversity at-large Congressional District (“CD”) 2 female or non-binary, First Vice Chair, CD 2 Vice-Chair male or non-binary, and a male or non-binary ad hoc Rules and Bylaws Committee member from CD2. Nominations and elections for these positions will be in this order.

Below are the descriptions of each position and the procedure for nominations and elections: 

State Senate District 2 female or non-binary representative

Requirements: Candidates for State Senate District 2 female or non-binary representative shall be a registered Democrat in the state of WV, and shall reside in one of the following counties in State Senate District 2: SD 2 part of Marshall, Marion and Monongalia (see State senate map or contact county clerks for specifics), or Tyler or Doddridge.

Duties:  The State Senate District 2 female or non-binary representative will be a member of the WVSDEC which meets at least four (4) times a year, some in-person. The duties of the WVSDEC are provided for in the Bylaws of the West Virginia Democratic Party Bylaws. 

Term:  This election will fill an unexpired term which will end on the election of their successor.

State Senate District 13 female or non-binary representative

Requirements: Candidates for State Senate District 13 female or non-binary representative shall be a registered Democrat in the state of WV, and shall reside in the State Senate District 13 parts of Monongalia County (see State senate map or contact county clerk for specifics).

Duties:  The State Senate District 13 female or non-binary representative will be a member of the WVSDEC which meets at least four (4) times a year, some of which are in-person. The duties of the WVSDEC are provided for in the Bylaws of the West Virginia Democratic Party Bylaws. 

Term:  This election will fill an unexpired term which will end on the election of their successor.

State Senate District 15 male or non-binary representative

Requirements: Candidates for State Senate District 15 male or non-binary representative shall be a registered Democrat in the state of WV, and shall reside in the State Senate District 15 parts of Morgan or Hampshire (see State senate map or contact county clerk for specifics).

Duties:  The State Senate District 15 female or non-binary representative will be a member of the WVSDEC which meets at least four (4) times a year, some of which are in-person. The duties of the WVSDEC are provided for in the Bylaws of the West Virginia Democratic Party Bylaws. 

Term:  This election will fill an unexpired term which will end on the election of their successor.

 

Diversity at-large Congressional District (“CD”) 2 female or non-binary

Requirements: Candidates for Diversity at-large Congressional District (“CD”) 2 female or non-binary shall be a registered Democrat in the state of WV, reside in CD 2 and shall be nominated by the WVDP Affirmative Action Committee.

Duties:  The diversity at-large CD 2 female or non-binary representative will be a member of the WVSDEC which meets at least four (4) times a year, some of which are in-person. The duties of the WVSDEC are provided for in the Bylaws of the West Virginia Democratic Party Bylaws. 

Term:  This election will fill an unexpired term which will end on June 30, 2026 or on the election of their successor.

 

First Vice-Chair 

Requirements: Candidates for First Vice-Chair shall be a registered Democrat in the state of WV, a different gender than the Chair and shall reside in a county that is not the same as the Chair or the Second Vice-Chair.  

Duties:  The First Vice-Chair shall, in the absence of the Chair, preside at all meetings of the WVSDEC and the Board of Appeals and perform all necessary functions of the Chair. The First Vice-Chair shall have, in addition, any duties which the Chair, at their discretion, shall designate. In addition, the First Vice-Chair will be an automatic member of the Democratic National Committee, which are held at least twice a year for multiple days, and an automatic delegate to the Democratic National Convention, which meets every four (4) years during a presidential election year for five (5) days. Both are likely to require extensive travel. Additional responsibilities of the DNC and their members are provided for in the Charter and Bylaws of the Democratic Party of the United States.

Term:  This election will fill an unexpired term which will end on June 30, 2026, or when their successor is elected. 

 

CD 2 Vice-Chair male or non-binary

Requirements: Candidates for CD 2 Vice-Chair male or non-binary shall be a registered Democrat in the state of WV, be male or non-binary, and shall reside in CD 2.  

Duties:  The CD 2 Vice Chair male or non-binary shall establish a line of communication between the State Democratic Executive Committee and each County Executive Committee in their District and endeavor to coordinate activities between the two (2).

Term:  This election will fill an unexpired term which will end on June 30, 2026, or when their successor is elected. 

 

Ad hoc Rules and Bylaws Committee member male or non-binary, CD2

Requirements: Candidates for ad hoc Rules and Bylaws Committee member male or non-binary shall be a member of the WVSDEC and reside in CD 2. Candidates should have a good understanding of the national Charter and DNC Bylaws, WV State Code as it relates to political parties, and the current WVDP Bylaws, or willing to gain that understanding. They must be willing to meet as needed to review and develop the rules and bylaws of the WVDP.

Duties:  The Ad hoc Rules and Bylaws Committee member male or non-binary, CD2 will serve on the committee responsible for reviewing and recommending the Party rules to ensure compliance with the WV State Code and the Charter and Bylaws of the national Democratic Party.  

Term:  This election will fill an unexpired term which will end when their successor is elected, or June 30, 2026, or prior to the organizational meeting of the 2026 term, whichever comes first. 

Procedure for nominations and elections: All nominations shall be made by WVSDEC members, except that the diversity at-large nomination shall be made by the WVDP Affirmative Action Committee and ratified by the WVSDEC. Members can self-nominate. Seconds to nominations are not required. The initial person that nominates a candidate will have 30 seconds to speak in favor of their nominee. All candidates will have 1 minute to speak. Note that based on the time available and the remaining agenda, these times may be lengthened or shortened. All votes will be made by a voice vote.
