<h4>Accessing WVDP VoteBuilder</h4>The West Virginia Democratic Party (WVDP) Voter File, VoteBuilder, is a tool available to all Democratic County Parties, candidates, and partners in good standing. VoteBuilder is considered the gold-standard of campaign technology for voter contact and volunteer management. VoteBuilder provides users access to not only the voter file data from each County Clerk, but also to powerful score modeling and consumer data to help us target the right people. Each County Party, campaign, or partner is given access to their own committee to engage in voter contact and volunteer management. The information generated by these groups is unique to each committee, and proprietary for the duration of the cycle. At the end of each calendar year, WVDP’s data team incorporates the collective data of all committees to improve the overall data for all VoteBuilder users, in this way making the use of the tool cooperative.&nbsp;In an effort to ensure quality access, fair cost, and accountable use, the WVDP is instituting the following <a href="https://docs.google.com/document/d/12cOh0sf7s6h8F1tRc7f7SSwpoV_yRM4uajTLStOnLL0/edit?usp=sharing" target="_blank" rel="noopener noreferrer nofollow">VoteBuilder policies</a> for the 2023 - 2024 cycle. WVDP reserves the right to add, remove, or change any of these policies as deemed necessary throughout the cycle.

We affirm our commitment to these principles as updated, which areas follows:Six Basic Elements of an Open Party1. All public meetings at all levels of the Democratic Party in each state should be opento all members of the Democratic Party regardless of race, sex, age, color, creed,national origin, religion, ethnic identity, sexual orientation, gender identity andexpression, economic status or disability (hereinafter collectively referred to as“status”).2. No test for membership in, nor any oaths of loyalty to, the Democratic Party in anystate should be required or used which has the effect of requiring prospective orcurrent members of the Democratic Party to acquiesce in, condone or supportdiscrimination based on “status.”3. The time and place for all public meetings of the Democratic Party on all levelsshould be publicized fully and in such a manner as to assure timely notice to allinterested persons. Such meetings must be held in places accessible to all Partymembers and large enough to accommodate all interested persons.4. The Democratic Party, on all levels, should support the broadest possible registrationwithout discrimination based on “status.”5. The Democratic Party in each state should publicize fully and in such a manner as toassure notice to all interested parties a full description of the legal and practicalprocedures for selection of Democratic Party officers and representatives on alllevels. Publication of these procedures should be done in such fashion that allprospective and current members of each State Democratic Party will be fully andadequately informed of the pertinent procedures in time to participate in eachselection procedure at all levels of the Democratic Party organization. Each StateParty should develop a strategy to provide education programs directly to voters whocontinue to experience confusing timelines for registration, changing party affiliationdeadlines, or lack of awareness of the process for running for delegate, to ensure allDemocratic voters understand the rules and timelines and their impact on voterparticipation.6. The Democratic Party in each state should publicize fully and in such a manner as toassure notice to all interested parties a complete description of all positions as officersand representatives of the state Democratic Party. Such publication should be done ina timely fashion so that all prospective candidates or applicants for any elected orappointed position within each State Democratic Party will have full and adequateopportunity to compete for office.History, continued:In 1974 the national Democratic Party adopted the Charter of the Democratic Party of the UnitedStates. In that Charter, the Party mandated that all state parties adopt and implement affirmativeprograms to provide for representation of historically underrepresented diversity groups asindicated by their presence in the Democratic electorate and that the program shall includespecific goals and timetables.On March 15, 2021, the WV Democratic Party (“WVDP”) adopted Bylaws with a provision forthe WVDP Affirmative Action Committee (“AAC”) made up of elected co-chairs from each ofthe diversity caucuses. In the newly adopted Bylaws, Article VIII, provided that the AAC shalldraft, and the Executive Committee shall promptly adopt an Affirmative Action Outreach Planthat will increase opportunity and diversity in the WVDP and provide for representation on theExecutive Committee as nearly as practicable of the historically underrepresented groups, asindicated by their presence in the Democratic electorate based on data derived by the DNC, andthat the program shall include specific goals and timetables. Article VIII also provided thatdiversity caucuses will choose their leadership.During the month of May 2021, the following diversity caucuses were formed: Black, LGBTQ+,Persons with Disabilities, Senior, Women, and Youth. The co-chairs of these caucuses met onJune 2, 2021, as the Affirmative Action Committee (AAC) and elected Hollis Lewis and MaryThorp as AAC co-chairs. FOR IMMEDIATE RELEASE March 4, 2025 CHARLESTON, WV – As Donald Trump addresses a Joint Session of Congress tonight, the West Virginia Democratic Party is calling out his failed leadership and broken promises to West Virginians. Trump campaigned here in 2016 with a prop shovel, claiming he would revive the coal industry. But in 2025, that same shovel is being used to dig the grave for West Virginia’s energy economy.“When Trump campaigned here during his first campaign, he brought a prop shovel to illustrate how he ‘digs’ coal,” said West Virginia Democratic Party Vice Chair Teresa Toriseva. “Little did we know he would return in 2025 and use that shovel to dig the grave for West Virginia’s energy economy.”The evidence is clear. Trump’s reckless policies are costing West Virginians their jobs:• Over <a href="https://wvmetronews.com/2025/02/25/uncertainty-causes-a-weakening-of-the-market-for-metallurgical-coal/" target="_blank" rel="noopener noreferrer nofollow">165 coal miners</a> were laid off earlier this year, a devastating blow to families who depended on those paychecks.• The <a href="https://www.alleghenyfront.org/trump-clean-energy-arch2-appalachian-regional-hydrogen-hub/" target="_blank" rel="noopener noreferrer nofollow">$7 billion hydrogen hub project</a> has stalled in West Virginia thanks to Trump's spending freeze, putting more high-paying energy jobs at risk.• <a href="https://wvmetronews.com/2025/02/25/uncertainty-causes-a-weakening-of-the-market-for-metallurgical-coal/" target="_blank" rel="noopener noreferrer nofollow">Trump’s trade war</a> is driving down demand for West Virginia’s metallurgical coal, which is critical for steelmaking. That has already cost at least 165 miners at Leer South Mine in Barbour County their jobs.• <a href="https://www.npr.org/2025/03/04/nx-s1-5317515/u-s-stock-markets-plunge-trump-tariffs-canada-mexico-china" target="_blank" rel="noopener noreferrer nofollow">The Trump tariffs</a> are driving down the stock market and threatening the retirement security of millions of Americans.&nbsp;&nbsp;“The 165 coal mining jobs lost are a result of the Trump tariffs which are a direct attack on metallurgical coal. China has now chosen to purchase their coal from Australia, not West Virginia. As a result, the metallurgical coal market is now in jeopardy and so are the jobs of our hardworking coal miners,” said House Minority Whip Shawn Fluharty.&nbsp;Trump’s attacks on working families don’t stop there. His administration is allowing Elon Musk to lay off West Virginia workers at the U.S. Treasury Department, gutting good-paying government jobs right here at home. The other 20,000 federal employees who live in West Virginia are now wondering if their jobs are next on the chopping block. “Trump talks a big game about standing up for West Virginians, but the truth is, he’s costing us jobs,” added Toriseva. “Coal miners, energy workers, and even federal employees are all worse off because of him. West Virginia deserves better than a president who sells false hope while delivering pink slips.”As Trump takes the stage tonight, West Virginians should remember: he promised jobs, but all he’s delivered are layoffs, lost opportunities, and economic hardship.

Rita Crundwell — As the former comptroller of Dixon, Illinois, Crundwell embezzled nearly $54 million from her own town over two decades, the largest municipal fraud case in U.S. history. The impact on Dixon — a small, working-class community — was devastating. 	3.	Jimmy Dimora — A former Cuyahoga County Commissioner in Ohio, Dimora orchestrated one of the largest pay-to-play corruption schemes in Ohio history. He accepted $450,000 in bribes, including gambling trips, prostitutes, and even a stone-fired pizza oven. These were not cases of wrongful convictions or flawed trials. There were no serious doubts about the facts of these cases or the fairness of the judicial process. In each instance, the public officials in question were found guilty of clear, deliberate acts of corruption. These commutations do not serve the public good — they undermine it.Public servants hold a sacred trust, and that trust must be protected at all costs. These commutations send a dangerous message that if you betray that trust for personal profit, you might still walk free. Huntington Mayor Steve Williams stood tall as the only candidate with a real vision for West Virginia’s future, while Attorney General Patrick Morrisey once again showed he’s out of touch with the needs of our people.As West Virginia Democratic Party Chair Mike Pushkin said, “Patrick Morrisey was born in New York, raised in New Jersey, and got rich in Washington, D.C., being a corporate whore for the pharmaceutical industry. Long ago he sold his soul to the same corporate interests, that take our money and then break their promises. Just like many of his out-of-state corporate contributors, Patrick Morrisey is using West Virginia for his personal gain.”&nbsp;&nbsp;In the debate, Patrick Morrisey doubled down on his dangerous agenda, pledging to divert even more money from our public schools to fund private schools with zero accountability to West Virginia taxpayers. His plan to close more public schools would force longer bus rides for our children, disrupting their education and devastating our communities.When it comes to healthcare, Morrisey’s solution to the PEIA deficit is clear: reach even deeper into the pockets of hard-working educators by raising health insurance premiums while cutting their benefits.&nbsp; “As Attorney General, Patrick Morrisey sued to dismantle the ACA which provides coverage for hundreds of thousands of West Virginian's, including those with pre-existing conditions who couldn't otherwise afford health insurance,” added Pushkin.&nbsp;And on reproductive freedom, Morrisey revealed his disdain for democracy by refusing to put this critical issue on the ballot and let the people decide—even though this is a proposal backed by former President Donald Trump.Patrick Morrisey is wrong on the issues and wrong for West Virginia. Wade, the West Virginia Democratic Party reflects on the critical rights and freedoms it once guaranteed—now stripped away by Donald Trump’s radical Supreme Court. Wade, West Virginia Democrats renew our unwavering commitment to protecting the fundamental right of all women to make their own health care decisions. Because of Donald Trump, women today have fewer rights than their mothers and grandmothers had. West Virginia Democratic Party Statement on the Anniversary of Roe v. Wade

FOR IMMEDIATE RELEASECharleston, WV — The West Virginia Democratic Party strongly condemns Governor Patrick Morrisey for vetoing critical state funding on Good Friday, targeting vulnerable populations including children, veterans, foster care, and other essential education and community services.Governor Morrisey announced 29 line-item vetoes, including cutting $800,000 from Court Appointed Special Advocates (Foster Care Services) $187,000 from the state Veterans Nursing Home, $200,000 earmarked for Safe Schools initiatives, $3 million allocated to the Ronald McDonald House in Morgantown, and $1.4 million intended for computer science education programs.Delegate Anitra Hamilton (D-Monongalia), expressed deep disappointment with the timing and cruelty of these cuts, “On a day meant to reflect compassion and kindness, Governor Morrisey instead chose to cut support from those who need it most: children in foster care, families facing serious illnesses, veterans who have honorably served our country, and students who deserve safe and modern learning environments. WVDP Condemn Governor Morrisey’s Good Friday Budget Cuts Targeting Veterans, Children, and Education

FOR IMMEDIATE RELEASEFebruary 25, 2025 Charleston, WV – The West Virginia Democratic Party today called on Republican leaders, including Senator Shelley Moore Capito, Senator Jim Justice, Congresswoman Carol Miller, and Congressman Riley Moore, to demand that President Donald Trump act immediately on Governor Patrick Morrisey’s February 17 request for a Major Disaster Declaration in response to the devastating flooding that struck southern West Virginia.The flooding has claimed four lives, destroyed homes and businesses, and caused millions of dollars in damages across multiple counties. The Major Disaster Declaration is critical to unlocking federal resources to help West Virginians rebuild their homes, infrastructure, and communities. Yet, over a week after Governor Morrisey made the request, Trump has refused to act—and Republican leaders in West Virginia have remained silent in the face of his negligence.“Where are our so-called Republican leaders?” said West Virginia Democratic Party Chair Mike Pushkin. “Governor Morrisey did his job by requesting a Major Disaster Declaration, but over a week has passed without a response from President Trump while West Virginians suffer. Meanwhile, Carol Miller, whose district was hit the hardest, Shelley Moore Capito, Jim Justice, and Riley Moore haven’t said a word.
